Connecting with the South Sudanese People
The leaders of SSPM/A are dedicated to engaging with ordinary South Sudanese people through a variety of strategies:
- Establishing camps for politicization and enlightenment within the country and region to discourage tribalism.
- Utilizing effective propaganda machinery on social media to criticize the regime, politicize, and enlighten the people.
- Establishing political offices in all countries to strengthen external relations for military and political support.
- Encouraging supporters in the diaspora to organize into SSPM chapters and contribute financially to the movement.
- Establishing training centers in liberated areas for military and political cadres.

Qualities of an Ideal SSPM/A Leader
The ideal SSPM/A leader embodies the following qualities:
- Believes that the crisis in South Sudan is fundamentally political and requires a regime change due to dishonored agreements.
- Is committed to transforming South Sudan into a new Republic based on strong and viable institutions.
- Is determined to eradicate entrenched tribalism and political divisions following the December 2013 SPLM infighting.
- Adheres to, respects, and defends the constitution of the SSPM/A during the liberation period for a regime change agenda.

Stephen Buoy: A Story of Impact
Stephen Buoy or Buay Rolnyang Kai, alias Jamus, is a South Sudanese veteran serviceman, nationalist, and liberation stalwart. He was unanimously endorsed and appointed the Chief of General Staff and the fourth principal of the progressive military bloc dubbed United People’s Alliance (UPA) by virtue of the fact that he was the founding Chairman and Commander-in-Chief of the South Sudan People’s Movement and Army (SSPM/A).
Born on 15th November 1968, Buay’s journey includes:
- Active involvement in military combat and combative politics from the 1980s to date.
- Service as a senior signals officer and political confidant to Dr. Riek Machar.
- Commanding the SPLA forces in various regions, including Unity State.
- Forming the South Sudan People’s Movement/Army (SSPM/A) in 2021 to fight for regime change.
- Participating in the High-level Mediation for South Sudan in 2024.
Buay is a guiding light, owing to his past and present contributions, which resulted in the attainment of our political independence on 9th July 2011.

Accountability within SSPM/A
SSPM/A ensures its leadership remains accountable through the following guiding principles:
- Subject to federal democratic principles.
- Functions in accordance with the mission and objectives articulated in its Manifesto.
- Promotes justice, equality, respect for human dignity, and advancement of human rights and fundamental freedom.
- Reflects the ethnic composition in the people’s Movement and respects the fundamental rights and dignity of all its members and the diverse communities of South Sudan at large.
- Promotes national consensus and unity of purpose.
- Committed to forming alliances with all other armed groups fighting the regime.
